Whenever I purchase something from another state and have it mailed to me, I don't have to pay taxes.
This should be true of an item from Washington state too, right?

Yes. Unless the company you order from has a warehouse/office in the state where you live. For instance, if you order a part from someone with a warehouse in WA, and a warehouse in your state (NY?), even if the product is mailed from washington, you still have to pay tax.
