Should be fine. But if the frame's too big, you might be too stretched out on it. Also, you'll want some crotch/top tube clearance.

Yeah, 2cm either way is do-able. But, 4cm up is probably too much if you fit a 50cm. It would be heartbreaking for you to spend lots of time and money restoring/converting this bike for yourself and it didn't fit.

I stuck the 27" back wheel it came with on it, and since it didn't come with a front wheel, I put my front wheel off my road bike on, and stood over it. It squarley touches my bottom when I stand over it. It seems that 50 cm frames with horizonal drop outs are hard to come by.

Hey man, if it doesn't fit...it doesn't fit. The smallest measures make a BIG difference in a road/track/fixie bike. That's why bikes come in 2cm increments and other parts are measured in millimeters.
In my humble opinion, save yourself some grief and use a frame that fits as a base for your new ride.
