Unknown Dropouts/French bike

Hi folks, I wanted to check SS/Fixed due to the vintage fire that many Fixed riders keep burning. If anybody has ever seen/has on their bike, rear dropouts that are stamped "7K", could you please post the maker on Classic & Vintage?? A few of us are trying to I.D. this bike: https://bikeforums.net/showthread.php?t=227754
and are stumped on these stamps. Much appreciated
