mine is folded under then laced, but if I'd gone the more traditional route of lacing the skirts I'd use waxed cotton, or some other non-chaffey cord. Certainly not something course like Jute. I've never heard of anyone having trouble with that sort of chaffing though. perhaps because most people wear pants while riding.
