ive had 2 pairs, and i buy this kind of stuff from rei.

these were like 50 bucks and i wore them from seattle to san fransisco last spring break. they kept me pretty warm and not too damp, but that was like 90+mi/day into prevailing winds during the rainiest month in northen cal history. satisfied customer.

these were like 30 bucks and they were pretty cool until i ate sheisse on a patch of ice and must have triggered some sort of self-destruct mechanism in the material. so i returned them.
long story short, here in seattle for tooling around town a good pair of wool socks is the best bet. i usually carry a spare pair to change into because damp socks are a bummer.

I run Pearl Izumi neoprene booties with wool socks and gore tex sock covers.
My commute is about an hour here in Portland, OR and my feet stay warm and dry.
With just booties rain would soak right through my shoes and socks.

the neoprene ones are the way to go if you want durability. They also come with a rubber sole you can cut out to match your cleat. But they can be slick when wet. They're still made to be used while the bike is rolling and not for walking in. Walking in booties is like walking around in hip waders when you aren'r anywhere near a river.
