If my design book is correct it is a later version of "The Bicycle of the Future" by Ben Bowden, originally designed for the "Britian Can Make It" exhibition in 1946. If he kept with his original plan, than this is also battery operated.

China is buying all the steel in the world, I guess they just don't want to use it on a bunch of whiney "purists" who spend more time trying to qualify themselves on the internet than actually using pedals. Ah the new millenium.
