singlespeed tensioner help!

Hey guys, I just picked up a tensioner (the cheap one on Sheldonbrown.com)

It has a 1.5mm set screw on it (see pic)



what the heck is it for? and why is it there?

That should rest on the little nub on the hanger that the b-screw of your derailer pushes against.
