That cog will fit. Your question is confusing since you asked about Phil lockrings. Any standard track cog will thread onto a Phil hub but you need to use a Phil lockring with Phil hubs.

i would avoid using a cheap no-name cog on a good hub. low quality cogs lead to stripped hub threads. spend an extra few pounds, and get a dura ace or EAI cog.

yeah I would get and eai or something better phil woods website even says not to use cheap stamped cogs

when building up my wheels with phils i remember reading a bunch about how there is an issue with cogs that aren't Phil, EAI, or Dura Ace. Something to the extent that the other cogs weren't wide enough and it could result in stripping the threads (the surly's had a problem with this) - but that was over a year ago and i know surly had redesigned their cogs so maybe they will work fine now. i would email phil, but i also wouldn't put a cheap no name cog on a $230+ hub.

I think you have figured it out I have used suntour superbe pro cogs with no problem and others I know have used campy cogs with no issue
