Gas-powered? Looks human-powered to me. Watch the second clip in the series, and you'll see a rider giving himself a boost by pushing on one of his rear wheels, as people do in wheelchairs.

Then again, I don't have speakers on this computer, so I may have missed some engine noise...?

Actually...it looks pretty much gas and/or electricity powered...whatever mechanical device that gets you to the top of the hill and gives you the potential energy to go back down.

That device is called a gondola. Watch the video and you'll see the guy get in to go to the top.
