Size difference.
Anyone know what is the inch difference between 700c and 650c ? I was wondering if it is possible to fit a 700c wheel on a frame that uses 650c wheels.

unlikely
622 mm (700c) - 571 mm (650c) = 51 mm = 2.00"
It's unlikely that a 700c wheel will fit in a 650c frame/fork.
edit: And even if the wheel did fit, it would probably throw off the bottom bracket height, steering geometry, etc.

inflated tire mounted on the rim.
...but yeah, a 700c wheel will definately not fit in a
650c fork and in all cases i can think of also not in a 650c rear.
