Any info on this?

So, i can't seem to find any info about where my bike is actually from, or who made it, or how much its worth. It is a white track frame (pretty old), lug steel, with a metal badge on the front that says Matsuri. I can't find any info about "Matsuri". Anyone know about that? On the top tube there was a decal that said "the track" on it. It has been bothering me recently.
