IRO Mark V Decals?

Just wondering if anyone knows if IRO decals are typically under a clear coat. Specifically, I am planning to get the IRO Mark V, but wanted to make sure that the annoying decals are easy to remove.

IRO has put the decals under the clearcoat since '03 or so. rumor has it you can request a non-decaled frame from Tony, but that might not be plausible. might want to ask him directly.
