I know for a fact that when a threaded headset is too tight it feels twitchy or wobbly, and when you make even the slightest turn it feels as if the bike is diving. I assume things would be the same with a threadless one.

too tight = wobbly fork?
when I have experienced 'wobbly fork' it has been when the headset has loosened up....
unless of course he is just talking about the geometry.
