tire width clearance?

here's a topic i don't really see many people talking about.

i ride an iro se, and i want to get some nice fat tires for the fall / winter. so what would be a safe bet for tire width? i have some 23s on there right now.

also, my rims are 23... what's the widest tire my current wheels will support? i've heard that you can generally move around about 5mm in width, so is 28 my widest option?

but i'm afraid my bike's magical color is in fact royal blue.

but i did see those pictures of your bike and it looks pretty cool.
