All this effort, and a simple recumbent will be more aerodynamic still (due to the position of the cyclist).

Most likely this bike is a designer's wet dream but it's possible this was an attempt at building a record attempt bike (I kind of doubt it since it is almost definitely not UCI reg.) in which case it has to be an upright bike.
