Does Fresno have a 'scene'? Just moved here and was curious.

No idea. It sounds really cliche, but hang out at a coffee shop and see.

how north? fair oaks is how far away? I am basically looking for a cool group of people to ride with. I am not into the lycra clad 75 mile rides. Probably because i couldn't accomplish that if my life depended on finishing it. But i am looking for some riding buddies. I have spent some time out at woodward mtb park, but that is mostly exclusive mt bikers, and i would like to explore the city on my bike with some buddies.

I grew up an hour south of Fresno. There doesn't seem to be a fixed gear scene in the central California valley. Just about everyone drives a car.

Ive seen some single speeds around the river. So I would say no as far as fixed. Just alot of people to ride with in general.
