stoping a fixie when going down hill
 
do i just skid or try to hold the paddles as hard as i can to slow down?

Squeeze the brake lever.

Just kidding, I skid/skip stop when going down a hill unless I need to do an emergency stop, then I use my front brake.

i make it a point to control my descents, and try not to go faster than i can slow down. I do this by back pedaling. that way I can stop if need be without undue stress.

just backpedal and if you start to pick up unwanted momentum, skip or do a short skid and go back to modulating.

Be smart about building up speed in the first place? Once that train is at full speed you might be in for a wild ride.

And, sorry to pile on, but brakes are useful also for braking.

I could never do some of the hills I face without a brake. I've tried back pressure and skidding and skips and it is still nuts. If you are going down a hill you can't slow down on, get a damn brake. Seriously.

riding brakeless is all well and good but if you have to ask how to slow down you should probably go get yourself a brake.

use your front brake until you perfect the art of riding a fixed gear.
practice and if your legs fail use your brake.

how ever riding with a brake allows you to ride faster as you can stop faster.

me I ride brakeless but rode with a brake for months until I felt I had very great control.

I should have known that "pump" would be a bad GIS, but i would never have predicted that for "spokes".
