germany is at it too...

some of the major cities now have designated 'green zones' and
only vehicles which meet certain emission regulations and have
a tag (as proof of inspection) are allowed to enter these areas.

That depends on how dense the city is. I mean in Stockholm (inner city population of 1.2 million), most streets have a speed limit of 30km/hour (18 MPH) while only "major" streets are 50km/hour (31 MPH). This naturally helps cut down on the fatality rate of car accidents. In addition, there is also a toll fee for non-environmental cars that enter and leave the inner city islands.
