On a similar note, I had a great discussion about this at work today. We had the co-op student convinced that we were going to offer it as a service to anyone who brought in an older bike to get tuned up.
'It would be a great way to revitalize your rusty steel commuter. The vertical compliance it adds should be pretty awesome for the potholes around here.'

I'm pretty sure that's the normal gap, made so it can bar spin.

There was some talk of a expander bolt brake mount or something like a stem that went into that space to mount a brake.

It seems like some of these trick oriented riders would love bigger tires to absorb more impact...
