That is the first I've heard of a 11t fixed cog. Any links or other details?

Suntour did do a 11t top cog, for a multiple freewheel, that threaded into a 13t 2nd position cog (no lockring). It was quite rare and has been out of production for about 15 years.

skylar-that's a 1" pitch instead of 1/2" pitch

I ran a 13t cog and had some serious problems w/ it. Even w/ 13, the chain wasn't clearing the lockring and it caused me to strip the threads on a hub. Sucked.

slightly off topic, but multi-speed road bikes use an 11 tooth all the time as the smallest

I had the same problem on my track bike. The lockring was wide with no taper and the outer links on the 1/8" KMC chain were deep at the bottom to help guide the chain on the sprockets, such that it was hanging up badly on the lockring. I was doing an overgear workout on the track, and had to remove the lockring and tighten the cog a bunch so it would not unscrew. Needless to say, when I was done I slowed down real easily.
