help picking a frame

I am looking to get a new frame and I have not clue what I should get.
I was thinking about IRO Angus,Pake CrMo or a Surly.
I don,t want to spend on ton on the frame because I want to build it up.
But I was wondering what everyone has to say.

Why not the IRO Mark V? Cheaper than the Angus and has the same Geo.
