which wheels?

I have pretty much narrowed down my choices in wheels to the velocity deep v, and the mavic cxp-33. I want to have a fixed/fixed hub. The only reason I want the velocity is because of the elvs version. I want to spend little money but I want to wheels that will last a while so dropping down more money might be an option. I have also thought about the mavic cxp-22 from bicyclewheels.com and the dp18's from wheelandsprocket since they are so cheap but I dont know. I'm going crazy from the indecision. Building my own wheel is an option since the elvs and the 33. Question is which one? Again I want something that will last me. I plan on learning a couple tricks or so, so that somewhat matters on the rim and it's strength? Also I was thinking about putting on some reflective tape on the rim itself if it went down like that, but I don't know about it since it feels so ghetto and lame looking if I do it myself.
