My current tires are 700x28c and the ones I want are 700x23c. Will I need new tubes for the 700/x23c to fit?

You probably will need to get new tubes; check the side of box that your tubes came in, that will tell you what sizes that tube fits. You'll probably need new tubes though.

It's a Windsor. I don't know the specifications of the tubes.

Pirate you sure? I don't wanna spend $45 on a tire and finding out it doesn't fit lol.

get new tubes anyway. go get 700c x 19-32mm tubes for $3 a pop. keep your current tubes as spares.
