Deda Velocita Bars are OS 31.7, you're thinking of the chrome bars 26.0 that came stock on Bianchi Pistas.

Huh?

Rephrase: I feel that the Chrome 26.0 bars look out of place on the de Rosa and they should be exchanged for a modern oversized (31.8) bar like dedas....better?

Again those are not 26.0 bars. They are Deda Velocita Bars which are 31.7(OS). I saw this bike in person at the Tokyo Bicycle Show called Cycle Mode.
