You can buy a new Fuji Track SE in 43cm.

In addition, these are relatively inexpensive bikes.

Very interesting, especially since a LBS is selling a repainted frame that may actually be small enough for me for $280, but they're guessing that it's a Cyclops, but I bet it's the SS Highlander for $249.
