Help with confusion in standover hieghts??

Okay folks, I've been eyeing the various SS/FG's on bikesdirect. My Allegro that I am riding now has a standover of 27". I am 5' 2" tall. The smallest standover of any bikes in bikesdirect's inventory is like 29".

So anyways, I'm pondering how I'm gonna get a smaller frame bike and started browsing ebay and came across this....

Halfway down the page the seller states that the XS size or the S would fit me. What gives? Does this guy have access to a smaller bike than what bikesdirect sells?
