Can anyone identify this thing?

My friend won this in a bet and wants to sell it.Its a fixed gear romeri,but can't figure out what its worth due to a lack of info on the web.Any help is apreciated.

There's a "What is it worth?" subforum in the Classic and Vintage. Take it there. And get bigger, better, and more pics.
