Ute frame with horizontal drops?

So I'm building a gift for a friend. He likes the idea of riding SS/Fixed Gear but has a need for a utility type frame. Anybody know of a frame maker that is producing one?

Why would you build a bike that can carry huge amounts of stuff, then make it a single speed though? What happens when you throw 50 lbs or 100 lbs on there? Maybe a utility bike with an internally geared hub (IGH) would be better, or you could put a White Industries Eccentric ENO Hub on a bike with vertical dropouts.

Check out Worksman Cycles for utilitarian single speed bikes. There is also the Yuba Mundo.

The Mundo Utility Bicycle not only has horizontal dropouts but is available as a SS from the factory.
