Crank and tire questions

Hey

So, I wanna go down on my FSA vero cranks from the existing 48t . I am looking for a 110mm 44t or 46t .1/8 chainring. But i am not sure how much a new chainring would be, i also dont know too much of other cranks i could possibly upgrade to, i am looking not to spend too much and if i was to upgrade i would get rid of these cranks on CL .
Ideas or information are appreciated.

Also, i have only ridden 700x28 tires and i got a good deal on a vittoria rubino but its 23'. I am gonna be getting new tires soon so i am thinkingof leaving the vittoria for the front and getting a 25 for the back. Is a mismatch of tire thickness sketchy? Would the air pressure balance be really felt?

I used 28's forever, and I always kept them inflated to 120psi, which is the same pressure recommended for my 23's.
