can a 70mm stem hold a 38.1 ? diameter bar. i might need to buy new bars...

Stem length and clamp diameter are entirely different things and bear no relation to each other.

look up your stem online and see what the clamp diameter is... or look up your current bars online and see what the diameter of the clamping area is.
