OP would you really spend $5 / pedal ($10 total, assuming you use both pedals) for velcro straps? I can get a set of steel clips and leather straps at my LBS for $14. C'mon. 4 bucks more and there are no further questions.
Personally, I always weigh these sorts of costs against my Emergency Room co-pay.

took my girl's old, thick, leather aeropostale belt and used that. installed diagonal, and all i have to do is just put shoe in, twist, and perfecto. i know a kid who used a car seat belt. But the major thing is that you have to use something that stays hard or retains stiffness (i.e. leather, thick fabric, and the like)

For what it's worth, if you're off and on pedals that frequently, wouldn't it be to your advantage just to go freewheel with platform pedals?
Why do I feel like fixed gear folks really try to over-complicate a simple thing like foot retention (or braking systems [or lack of], handlebars, fitment, etc)? With hundreds of options for pedals, clips, clipless... what-have-you... at all different price ranges, I have a hard time believing that a cheap $5 nylon strap is the answer - or should even be put into question.
I mean, you could probably use this strap, but it would be no improvement over tried-and-true systems nor would prove to be a solution to your "in-and-out" of the pedals thing dilema. The only thing that it would prove is 1) You wasted $10 and 2) They don't work.
Just curious: are you stopping like every 10 feet. or something?
