Be careful cutting around a bend. The cutter will bite into the bars unevenly (less penetration on the inside of the bend). Some cutters are too large to make a full rotation without bumping into other parts of the bar. Just some notes from experience.

I did the flop-and-chop on my wife's Windsor Clockwork. She didn't like the notion of riding on the hoods, and the bars were nothing special. I ended up using a hacksaw with a 2x4 clamped to the bar to act as a saw guide, so I could cut both ends equally. The attached photo shows my MacGyver-like setup. I cleaned up the edges with sand paper.
