probably the chainring being bent (if you are having a rhythmic side to side movement of the chain).
if the chain is tight and slack, when the drivetrain is moving then it means the chainring is not centered on the crank.

he said it wobbles when spinning. incorrect BB length would not cause that.

yes my bike is a conversion, and when the bike is spinning the chain moves out of its place, looks wavy. the top and bottom chain isnt parallel with each other when spinning.

my chainring bolt are tight, i tried loosening them and spinning the chain and hit the chainring with a small rubber hammer to put it in place and tight it up again, but i still get the same issue.
