Anybody should be able to build 24" rims on whatever hub you want.
Most of the tires will be for kid's bikes but try places that specialize in recumbents for nicer ones.
What kind of bike is this for?

If it is a freewheel, the hub can be-respaced and the rim re-dished to get the right chainline.
If it's a freehub/cassette system, you can run a single cog with appropriate spacers on either side to get the right chainline.
