Do I need a new chain?

Please forgive the newbieness of my question, but...

I've been riding a 48/18 fixed gear for the past several months. The gear ratio is almost perfect. But I think it would be really perfect at 48/19. If I do this switch, will I also need a new chain?

I think so. To be honest I'm not sure. I know little about bikes. I was planning on having the local bike shop do the switch.

1. I'm not near my bike at the moment, so I'm going by memory.

2. I didn't know what drop-outs are until I just looked it up on the Sheldon Brown glossary. Later today I'll measure and find out.

I assume that if I do have 0.25" to raise the wheel I don't need a new chain?
