Weird rifling in the fork

Hey has anyone ever seen a kind of rifling down the tube of a fork. It's making life a living hell for me (sort of ) right now. Can I get a stem for this kind of fork or shuld I gt it reamed out at a metal shop so I can fit a normal stem in?
