I think someone mentioned that the cog is splined, and held on with a threaded lock ring.

The shop tells me that they have mounted a FW on a pair and it works fine
but they recommend 16T or larger for some reason

Anyway; I know some were interested in this - so YES - you can convert to FW

Probably need to go with a 16 or larger for clearance? The chain may be too close to the hub body otherwise.

You aren't going to find an English threaded 15t freewheel, unless you get you hands on the elusive AC 15t freewheel. Otherwise 16T is as low as you can go with a thread-on FW.
