Hey, skit, take a look at this pic - see how low the bars are? That's why the sloped top tube. Typically, it would be set up with bullhorns/pursuit bars instead of the drops since in pursuit a guy needs to get aero and go around the track as fast as possible...no need to sprint or to thread his way thru a pack so no drops. Take a look at track cycling at the Olympics next week
