tricycle
so I was looking at some google images of tricycles making fun suggestions to a friend who can't ride a bike for lack of balance due to poor hearing. I came across some amazing ones:

You might repost this to the C&V forum. Although those bikes are SS (or FG), they are vintage above all else.

I think your friend would probably be happier with a modern bike if he really wants to ride; probably something in the recumbent category would be best I guess.
But the site that's linked in the OP is awesome. I don't really want of these bikes, but I love it that there are people making them.
