Well, if you are on a really tight budget, I got these for under $500 including shipping, and they included a Park spoke wrench for internal spoke nipples and 4 carbon brake blocks. They look really nice and the hubs are very smooth.

Apparently you can get these rims in the same drilling as the Ellipse rims, so you could get a pair of Ellipse track hubs and lace them to these rims. Super awesome, imo.

Here's a pic of them on the bike. I'll get some off the bike when I have a chance. The hubs are smooth, the finish is good, but they need some truing up when you get them.
