Frame Size - Smaller (for city)?

hi - i'm new to fixed gear bikes, but rode one recently and loved it. and that's where the question comes in. i am going to pick one up, and i found a nice one, size is 53cm. is i am 5'10'' with a 32" inseam, so the 53 is a little smaller than my last road bike. i've been told that people often ride fixed gears slightly smaller to afford higher manueverability. i'll be riding in nyc and brooklyn so maneuverability is very important. maybe i haven't given enough details, but is it true that if say, 54 might be a good road bike size, a slightly smaller fixed gear bike is a good idea?

any help is much appreciated!
