Cinelli Supercorsa pista, full Italian build, mostly Campagnolo parts etc - or an authentic NJS build - or, most sensibly, a custom lugged steel frame from a high end boutique frame builder.
But: I'd ride any of those bikes like once per year. I wouldn't want to risk a $5k bike around cars.

Cannondale Slice 5/Cervelo P3.
I woul dbuy the frameset, plus the bars and seat, and convert to Single speed via spacers and tensioner, or convert to fixed via. Eccentric rear Hub.
If the frame goes over the budget, I would prolly just grab myself a Leader frame.
But the P3s from Cervelo are also nice.
Id throw in a front White Deep V and a white disc wheel at rear.

Go to a frame school for what is usually a 2 to 3 week class. They bring you from oblivious to knowing how to create and build a frame and fork, and you actually do build the frame and fork yourself. Knowledge and a custom frame and fork made by you. They also usually teach you how to build-up wheels and such. Then take what $$ you have left and complete the rest.
Go Full Dura-Ace and HPlus's or Zips or something. Maybe all campy... Whatever tickles your berries.

Go to the UBI frame-making school in Ashland, Oregon, and make the frame yourself with lots of time and tutoring.

seriously. that bike exists. it's got a little more obscure of a wheelset, but it's basically exactly as described. i want it so hard.

-fillet brazed landshark, those sugino or suntour cranks with the cutouts on the spider, ssp track hubs built to araya 1ws, brazed stem, nitto b125s, dura ace seatpost, kashimax saddle, tufo tubular clincher tires.

Oh, I don't know. The frame is reminiscent of like '50's era Schwinn Hornets. Not too shabby. The saddle, if it's comfortable has a certain charm to it and the handlebars I would most definitely run if the frame worked with it - meaning it all came together to create a proper riding position. I can't see what they did at the back where one would expect fork ends. But, the more I look at it the more I feel like they just tried too hard. I don't get the bulbous thing on the top tube near the seat tube or what looks like a funky sort of wishbone off the back, could do without the eggbeaters and would have definitely chosen a different wheel set. Hmm, I guess in the end you guys are right - fail.

Maybe i could get a 3000.00 dollor disk wheel? I think it would be hard to spend 5k on a fixie though......Actuall no i could do it lol I would start with this frame
