Recommendations?
Hey,
I'm new to biking and was looking to get a fixed gear bike and came across this https://www.bikesdirect.com/products/windsor/thehour.htm the Windsor The Hour. I was wondering what size I should get if I'm 5"1.5 and 95lbs?
Also if I wanted to switch out to a 17t cog which one should I get? And would switching out the cog mean I would have to get a new chain? Also what are some good colored tires and a bottom bracket?

If you are new to biking and fixed gear in general, you might want to spend a little time reading some Sheldon Brown articles.
With your height, you probably want to drop by your local bike shop to see what size they'd recommend before you make any orders online.
If you are switching cogs, you do not necessary need a new chain but a couple of chain links, bike shops will sell you them for cheap.
"Good" is a very subjective term, especially when it comes to tires. Cheng Shin Tires make affordable coloured tires.

Whateverbyou do don't get white tires if you have a clean freak OCD issue. It's beautiful for two days, then you're going to sams club to pick up mr.clean bleach wipes....

for the cog, get something along the lines of dura ace, eai, or surly. Equally as important, make sure to upgrade the stock lockring, too!
also, why just the bottom bracket?
