If you look closely, those are true "clincher" tires. Modern "clinchers" are actually wired-ons. Note that there is no side braking surface, and brakes of yore pulled up on the bottom surface of the rim. I hope that thing has a coaster brake; it must be a bear to stop by back pedalling / skidding / ted shred.
