Your location is stated as "Seattle" which would be a very different rain environment.

Backpacks are ok, as long as it's a light load and short distance. Anything more and your butt will suffer. Try carrying a case of beer for 20 miles in a backpack and see for yourself...

Rear racks (not front baskets) take the load off your butt, and lower the center of gravity making the bike easier to control with a load.
