31.8 - Oversize stem

Hello,

Newbie question:
Is there a way to easily fit a 31.8 - Oversize stem diamter (road drop bars)
on a 25.4 at the stem Charge plug ?

Yes, with a thick ass shim. Not necessarily safe when the shim is over 5mm.

Thanks, and I hear what you are saying about safety.
Excuse my ignorance, but how do you fit a shim on a small stem bracket - to fit an oversized handlebar ?
To use this handle bar, wouldn't I need a complete new stem?

You don't.
