Bolted wheels?

Greetings, I'm thinking of adding a 29er single speed to my stable, the bike I've been looking at have the wheels bolted instead of quick releases. I've been looking at bikes with disk brakes.
The question I have is this normal for bikes with disk brakes, or is it normal for 29er, or is it normal for single speed bikes? Or am I just looking a cheap bikes?
