bottom bracket/crank question

so i just got a new brev crankset. the bottom bracket and crankset are both JIS. anyways, the left side crank arm looks like its barely on the spindle. the right side looks like it too but not that much. my chain line is alittle off too. but yeah, heres a (crappy) pic:



does the crank arm look like its not on enough? am i in danger? or is my spindle just too long?
