The second bike built up for reference. Technically this design would require less tubing so maybe it was a weight saving idea or maybe it's advantageous to have chainstays that are parallel to the ground.

I have actually met the guy that owns this bike and the full build is even worse than the frame only. He uses old-school bmx bars on it. I will try to snap a photo if I see him around town again.
