lugged frames are a snap to repair. that's the beauty of lugs. but, judging by the misalignment of the break, that frame may have had some internal stresses as a result of the welding process. i would bring that up to your framebuilder. internal stresses can make one 'identical' frame feel quite different from another, manifesting itself in unevenness, high speed shimmy, 'dead' feel, etc.
and, fyi, the butting in seat tubes is often single (at the bb) or external, because the seat post has to slide in.

As a non-welder who likes to build choppers, allow me to recommend the following ghetto-fabulous repair: Get an extra-long seat tube and run it down through the broken frame (adjusting it exactly as you will want it for riding, because when this is done, there will be no more adjustments). Then drill several holes through the seat tube and the seatpost on either side of the break and secure it with big fat bolts and loctite. Ride happily.

Oh come now - it wouldn't look that bad. You could paint the nuts and bolts to match the frame and clip off any extra part of the bolts that extended too far. From a distance, no one would even know, and from up close people would think whoever rode the bike was really tough.

Yea, I'd say it's definitely mixed here. There's this one guy who comes down to the Duke (Duke of York/ "courier pub") bragging his mountain bike. It's really nice and all, but he's talking to alot of guys that ride track bikes!
Another thing, not so many of us go brakeless, I could probably count them on my fingers.


And I don't think I'll be repairing the frame, but I'll hang onto it for a conversation piece or coat rack or something.
